MEET JILL

Jill Kringstad brings experience, practical insight, and a conservative commitment to North Dakota’s energy future. Appointed by Governor Kelly Armstrong in January 2025 to fill the seat vacated by Congresswoman Julie Fedorchak, Jill is ready to continue serving North Dakota with integrity and purpose.

Jill currently leads key portfolios at the Public Service Commission, including pipeline and electric transmission and energy conversion siting, gas economic regulation, and railroad safety. She also serves as North Dakota’s liaison to the Midcontinent Independent System Operator (MISO) and the Organization of MISO States (OMS)—giving North Dakota a strong voice in regional energy policy and transmission planning.

GROUNDED IN EXPERIENCE

A North Dakota native, Jill was born in Bismarck, started school in Dickinson, and graduated from Bismarck Century High School. She earned her bachelor’s degree in accounting with a minor in economics from Minnesota State University Moorhead and is a licensed CPA.

Jill began her professional career at Basin Electric Power Cooperative in financial services and internal auditing before joining the PSC in 2016 as a budget specialist. In 2019, she was promoted to Manager of Business Operations, overseeing agency planning, operations, strategic initiatives, and staff management. A Certified Public Accountant with a background in economics, she brings a no-nonsense, detail-driven approach to regulation that prioritizes reliability, affordability, and public interest.

Jill lives in Bismarck with her husband Ben, a teacher and coach at New Salem-Almont High School, and their three children. She is active in her community and serves as Treasurer for District 47 Republicans and the Bismarck Public Schools Hospitality Fund.

Jill’s passion for public service started early—volunteering for local charities and political campaigns as a young student. She served as a Legislative Page-for-a-Day, interned in Washington, D.C., for U.S. Senator John Hoeven, and worked in the North Dakota office of Congressman Rick Berg.

She is committed to continuing that tradition of principled, pro-energy leadership—supporting limited government, responsible oversight, and regulatory certainty to protect North Dakota’s economy and way of life.
